Javed Mookhtar Mobin, 20, has been charged with two counts of prostitution of a minor between the ages of 13 and 15, a felony punishable by up to 10 years in prison and a $20,000 fine. On Friday night, an officer of the Burnsville Police Department was approached by two juvenile females at the Burnsville Center.
