MnDOT Options Could Bring Big Changes to Hwy. 77 in Burnsville, Eagan

The agency wants to improve traffic flow on Hwy. 77 and build a better connection between the Cedar Grove bus station and the highway.

With the reconstruction of Cedar Avenue in Apple Valley nearly complete, the Minnesota Department of Transportation is now turning its attention north, to a stretch of Highway 77 between Interstate 35E and Bloomington. MnDOT officials are in the midst of an engineering study that will assess three options to relieve traffic congestion and create a managed MnPass lane. Although they haven't settled on a solution yet, all three of the choices MnDOT is considering would bring big changes to area. St. Paddy's Day Reveler Stopped By Citizens After Car Crash, Police Say

Alexander C.E. Blanchard, 27, allegedly blazed a 14-mile trail of destruction from Bloomington to Burnsville to Apple Valley, hitting at least two other cars along the way.

Police say a St. Paul man is responsible for a series of car accidents that occurred on Saturday. Alexander C.E. Blanchard, 27, has been charged with criminal vehicular operation, a gross misdemeanor that carries a maximum penalty of one year in prison and a $3,000 fine. He also faces two counts of DUI. According to the Minnesota State Patrol, Blanchard's drunken sojourn began around 7:48 p.m. on Saturday, March 16, when a call came in about a hit and run in the city of Bloomington. The reporting party said he was rear ended by a vehicle which sped away before he could call police. MVTA Says Yes to $6.6 Million Expansion to Bus Garage

The expansion will serve the soon-to-be-opened Cedar Avenue Bus Rapid Transit route.

Construction is about to begin on a $6.6 million expansion to the Minnesota Valley Transit Authority's bus storage and maintenance facility in Eagan, as the authority ramps up for the opening of a new rapid transit route in Dakota County. The expansion will add more than 24,000 square feet to the existing 80,000-square-foot building, and will expand the storage capacity of the facility from 60 to 100 buses, according to transit authority officials. Construction will also increase the number of maintenance bays from eight to 11 stalls. The project is closely tied to the development of the authority's new Cedar Avenue Bus Rapid Transit (BRT) route, according to MVTA Board member and Eagan City Councilor Gary Hansen. All Eyes on Cedar Grove Bus Station

Officials want a direct connection between the bus station on the Burnsvile-Eagan border and nearby Cedar Avenue, thereby improving access to the soon-to-be-built Paragon outlet mall.

  The way Eagan city officials see it, there's just one thing wrong with the Minnesota Valley Transit Authority bus station on Nicols Road along the Burnsvile-Eagan border: It doesn't have direct access to nearby Cedar Avenue. Instead, buses traveling to the station must exit on Cliff Road or Diffley Road and travel north on Nicols Road to reach the station. It's a problem Eagan Mayor Mike Maguire and Eagan City Councilor Gary Hansen hope Dakota County and the Minnesota Department of Transportation will correct soon—especially since construction of the nearby Paragon outlet mall is set to begin this year. UPDATED: One Killed, Three Injured in Accident on Hwy. 77

The Minnesota State Patrol says a 26-year-old Farmington resident was killed and three others injured.

At least one person was killed and two injured in a five-person rollover accident that shut down the northbound lanes of Cedar Avenue on Sunday night, according to Minnesota State Patrol officials. Emergency responders closed Cedar Avenue at McAndrews Road/County Road 38 following the accident, which occurred shortly before 6 p.m., according to the State Patrol website. State Patrol investigators say a GMC Savana van with two occupants was traveling southbound on Hwy. 77 when it veered, hit a metal guard rail and traveled into the northbound lanes of Hwy. 77, according to state patrol officials. At that point, the Savana struck a 2007 Chevrolet Tahoe traveling northbound. The Tahoe had three occupants at the time of the collision. …

Cedar Avenue Closures Scheduled for Oct. 19-20

Cedar Avenue will be closed between 153rd Street and 147th Street from 9 a.m. Friday, Oct. 19, until 9 a.m. Saturday, Oct. 20. County Road 42 between Pennock Avenue and Garrett Avenue also will be closed.

Editor’s Note: The following is the weekly Cedar Avenue construction update from Dakota County. This update covers construction planned through Oct. 20. Cedar Avenue is tentatively scheduled to be closed between 153rd Street and 147th Street from 9 p.m. Friday, Oct. 19, until 9 a.m. Saturday, Oct. 20, weather permitting, to mill the existing pavement and pave the intersection. 150th Street (County Road 42) will also be closed between Pennock Avenue and Garrett Avenue during this time. Access to businesses and residences will remain open; however, this intersection will be completely closed. Traffic will need to use alternate routes. The county project involves creating shoulders specifically for buses and widening Cedar Avenue to accommodate a bus rapid transit system, a station-to-station line that would have buses running from Lakeville to a park-and-ride near the Mall of America and back every 15 minutes during the week. The goal of bus rapid transit, which also is recommended or planned for other corridors besides Cedar, is to better and more quickly connect the southern suburbs with Minneapolis and St. Paul. Traffic Update: More Changes to Cedar Avenue Slated to Start Wednesday

A traffic signal will be removed permanently, and southbound Cedar between 136th and 150th will go down to two lanes.

Expect a couple changes to your Cedar Avenue travels this week, as road construction for a new bus rapid transit system continues: Temporary lane closures are possible between Dodd Road in Lakeville and 155th Street to work on the median, and additional southbound closures between 136th and 150th for striping and setting barriers are possible as well. Median closures at 138th and 143rd are slated to be permanent, according to the county; no left turns will be possible onto either of these roads from Cedar. Eagan EDA Gives Preliminary Go-Ahead to Outlet Mall

The open-air outlet mall would house as many as 100 tenants on 35 acres of property in the Cedar Grove Redevelopment Area.

Paragon Outlet Partners LLC. got a warm reception from the Eagan Economic Development Authority on Tuesday night, as more details about the company's proposal for a 400,000-square-foot outlet center emerged. If Paragon secures the necessary approvals from city officials, the company plans to construct between 90-100 high-end outlet stores, including one or two 25,000-square-foot anchor stores, in an open-air, pedestrian-friendly mall that would rival the Albertville outlet center in sheer size. The complex would be located on a 35-acre parcel off Cedar Grove Parkway in Eagan's Cedar Grove Redevelopment Area.
