Edward Michael Scullion Jr. of Bloomington has been charged with bludgeoning his dog on the head in September in a park on the Eagan-Burnsville border.
A Bloomington man who was arrested in September on suspicion of bludgeoning a dog with a baseball bat has been formally charged. Edward Michael Scullion Jr., 27, is charged in Dakota County with two gross misdemeanors: overwork, mistreat or torture animals and overwork or mistreat animals to further an act of cruelty. Each charge carries a maximum penalty of a year in jail and a $3,000 fine. An Eagan police officer was on patrol just after 12:30 a.m. Sept. 27 when he spotted a car parked in the lot at Casperson Landing, beneath the Cedar Avenue bridge on the Eagan-Burnsville border, according to the criminal complaint. Friday afternoon, local authorities in Savage, MN released a statement positing that a dog previously thought to be the victim of torture had most likely been hit by a car. Yesterday a viral story quickly spread over the web about Cesar, a pitbull that was allegedly taken from a fenced yard, beaten and tortured. According to a report from KARE 11, the attack on Cesar, a pitbull, occurred on Wednesday afternoon, after his owners let him out into a fenced yard with two other dogs. About 20 minutes later, Cesar appeared in the familly's driveway, limping and bloodied. The two other dogs, a black lab and Chihuahua mix, were unharmed. After years of activism, many bills drafted and scores of dead or harmed puppies and kittens, animal rescue groups say they were left empty-handed after the 2012 legislative session concluded—in spite of widespread public outrage prompted by the latest case of an apparent Minnesota puppy mill run by Dayna Bell in southern Dakota County. In April, Bell was charged with 16 counts of animal cruelty for allegedly killing dogs at her breeding facility just outside of Northfield. With the way the system is structured now, most cases like Bell’s never come to light, animal rescue groups say. Thank you Eagan Police for recovering the dog. and being able to detach yourself from an arrest where the circumstances are so heart wrenching and abusive.
