This week's top story concerned Kyler Russell Horcher, 21, a predatory offender found to living at Burnsville's Burningham Apartments. Horcher's criminal past includes a 2007 conviction for third-degree criminal sexual conduct with a victim  between 13 and 15. As a condition of his sentence, he is required to register with the state and inform authorities of his whereabouts at all times. On March 31 that he told them he was living in Cambridge.
