Elwood Warwick Lucas is charged with stalking and pattern of stalking conduct, both felonies, after police say they caught him using binoculars to spy on the victim outside a Bloomington middle school.

Police discovered 23-year old Rosemount man kneeling and "constantly spitting" outside of his vehicle after being punched in the face by his girlfriend whom he admitted to biting "two or three times."

Lakeville 

Starting in January 1986, Lakeville's first police K-9, a German shepherd named Dakota, teamed up with Officer Tom Hakala. Since then, a tradition of excellence in police K-9 competitions, in working as police patrol dogs on the street and in building positive community relations was firmly established in Lakeville.
