Minneapolis Woman Arrested in Burnsville Hotel on Drug Charges

Police say they found marijuana and cocaine in Rosheta Ryan Monegan's hotel room and rental car.

A Minneapolis woman is facing felony drug charges after police say they arrested her in a Burnsville hotel room and found marijuana, cocaine and more than $4,000 in cash.

Rosheta Ryan Monegan, 25, is charged with first-degree drug possession, which carries a maximum penalty of 40 years in prison and a $1 million fine. She also faces a petty misdemeanor charge of possession of a small amount of marijuana, which has a maximum penalty of a $300 fine.  

Monegan remains in the Dakota County Jail on a $250,000 bond. She is also facing a felony probation violation charge in Hennepin County. An omnibus hearing in her case is scheduled for Dec. 5 in Dakota County District Court in Hastings.

According to the criminal complaint, members of the Dakota County Drug Task Force checked a Burnsville hotel on Nov. 9 and learned that Monegan, who had an active arrest warrant, was staying in one of the rooms. 

Agents found Monegan in her room. When she opened the door, police smelled a strong odor of marijuana coming from inside, the complaint says.

Agents also found a plastic bag containing marijuana “in plain view” in the hotel room, along with burnt marijuana cigarettes in an ashtray, according to the complaint. A man in the room with Monegan told police that they had come to the hotel in a rental car; when agents checked the car, they found marijuana leaves around the gearshift knob.

Agents executed a search warrant on the hotel room and found a razor blade containing drug residue, a plastic bag containing a white rock substance inside a boot and $4,717 in cash.

The bag of marijuana was positively identified by the crime lab and contained less than an ounce. The bag containing cocaine weighed more than one ounce, according to the complaint.

Monegan has a previous drug conviction from December 2009.
