MNPLS Man Charged After Asking Strangers for Urine

Public Enemy No. 1? You decide.

Tuesday, authorities at the Dakota County Jail booked Francis Wolo Doe, a 51-year-old Minneapolis man accused of trying to hustle urine from strangers at a Burnsville transit station. Doe was arrested on a warrant this week on a charge stemming from the incident, which occurred in early fall.

According to the criminal complaint, on Sept. 13, 2012, Burnsville police were called to the transit station after receiving reports of a male soliciting urine samples from passersby. The man was later identified as Doe, who was on supervised release from the Department of Corrections at the time. 

Doe told police that he had just given a urine to his probation officer though he initially denied propositioning anyone for the golden windfall. Eventually, Doe admitted that he needed to provide a clean sample and would not be able to do so with his own urine, police say.

Inside Doe's backpack, police say they found Aleve, the pain killer Meloxicam (used primarily for sufferers of arthritis), and one white pill later identified as Tramadol. Police also recovered a clear glass pipe packed with a metal abrasive, which tested positive for trace amounts of cocaine. 

Doe is charged with a fifth-degree controlled substance crime, a felony that carries a maximum penalty of five years in prison and a $10,000 fine. 

He is currently in custody at the Dakota County Jail, held on a $40,000 bond. His next hearing is on Jan. 29.
