Man Charged with Indecent Exposure at Burnsville Library

The St. Paul man has a history of exposing himself at libraries or bookstores.

Burnsville Police arrested a St. Paul man after he exposed himself at the Burnsville Library, the St. Paul Pioneer Press reported.

Chadarith Um, 31, was charged in Dakota County Court on July 19 with two gross misdemeanors in connection with the incident at the library: indecent exposure in the presence of minors and indecent exposure with prior convictions.

Um has been charged with indecent exposure at libraries or bookstores five times in the last three years, the paper reported.

According to the criminal complaint cited by the St. Paul Pioneer Press:

Prosecutors say Um was sitting on the floor in the children's section of the Burnhaven Library with his legs crossed, reading a book.

A witness who was there as a nanny with two young children said his genitals were exposed through a hole in his pants.

When officers approached him in the library about the incident, he "appeared to feign surprise" about the accusation, the criminal complaint said.

Um is being held at the Dakota County Jail.
