Eagan Man Accused of Criminal Sexual Conduct in Dakota County

An Eagan man has been charged with sexually assaulting two teenage girls with whom he lived in Eagan, Burnsville, Lakeville and other cities.

Arthur Kelly Estrada, 41, faces two felony counts of first-degree criminal sexual conduct and one felony count of second-degree criminal sexual conduct. He is in custody in the Dakota County Jail in Hastings in lieu of a $250,000 bond.

According to the complaint, Lakeville police were notified April 19 that a 13-year-old female had told school staff a year earlier that she had been sexually assaulted by Estrada, described in the complaint as a person “in a position of authority” over the victim.

The girl also told school authorities that Estrada had previously asked her to remove her shirt, which she did.

Officers interviewed Estrada, who said that he lived with the 13-year-old and a 19-year-old female. He admitted to police that he had asked the younger girl if he could “see her naked.” He said he didn’t remember sexually assaulting the girl, but acknowledged that if she said it, it was “probably true.”

Police asked Estrada if he had had any sexual contact with the older girl, and he admitted that when she was about 10 and living with him in Las Vegas, he touched her sexually. Estrada also said that when the older girl was 10 or 12 and they were living in Faribault, he had sexual contact with her.

Police asked Estrada whether he had ever had sexual intercourse with the older girl, and he replied, “Yes, eventually later I did,” according to the complaint. Estrada said the girl was 13 at the time, and the last time he had intercourse with her was when she was 15 or 16.

The older girl told police that Estrada had intercourse with her multiple times while they were living in Lakeville and Eagan, when she was between 13 and 16. She said she continued having sex with him until a few months ago because she didn’t want him to touch the younger girl sexually.

Estrada subsequently admitted to officers that he had sex with the older girl several times a month beginning when she was about 10, and that she made a deal with him that she would continue to have sex with him if he wouldn’t touch the younger girl.

Estrada’s next court appearance is scheduled for Thursday.
