Burnsville Man Charged with Strangling, Head-Butting Woman on Stairs

Police say Dustin Adams Roose grabbed his victim by the throat, pinned her against the wall and then head-butted her.

A Burnsville man has been charged with strangling and head-butting a woman while she held a 3-month-old child on a staircase.

Dustin Adams Roose, 24, is charged with domestic assault by strangulation, a felony with a maximum penalty of three years in prison and a $5,000 fine. He also faces two misdemeanor charges of domestic assault, each of which has a maximum penalty of 90 days in jail and a $1,000 fine. 

Roose remains in the Dakota County Jail on a $60,000 bond. An omnibus hearing in his case is scheduled July 10 in Dakota County District Court in Hastings.

According to the criminal complaint, Burnsville police were called to an apartment building in the 12500 block of Portland Avenue South at about 9 p.m. June 24.

Officers spoke to the victim, who said that she and a witness were walking down a staircase that evening, the victim carrying her 3-month-old child in a car seat, when the victim said something that upset Roose, who was above her on the stairs.

The woman told police that Roose threw his cigarettes at her. She picked the packet up and threw it farther down the stairs, the complaint says. Roose then walked down the stairs toward the victim, allegedly grabbed her by the throat and squeezed, according to the complaint.

Roose let go of the victim, retrieved his cigarettes, then went back up the stairs and head-butted the victim before returning to the building’s fourth floor, the complaint says.

The witness corroborated the victim’s version of events.

When police tracked down Roose and told him he was being arrested for the incident, he replied, “I know,” according to the complaint. He admitted to officers that he had grabbed the victim by the throat and pinned her to the wall, and that he had head-butted her, the complaint says.
