Officials with Midwest Animal Rescue and Services posted on Facebook on Saturday that they've conducted their own internal investigation.

"We have determined that based on the medical records and pictures that are available; we cannot conclusively determine what truly happened to Cesar," the post said. "However, with our experience and that of an experienced veterinarian, it is our opinion that his injuries are not consistent with an automobile impact."

Savage police initially responded to the call Wednesday, July 25 at 2:31 p.m. that .

While the animal rescue group admitted on Facebook that they are not professional investigators and are leaving any criminal investigation to the Savage Police Department, they added, "we are confident that the injuries inflicted on Cesar were at the hand of a human, whether it be by a steering wheel or a weapon."

They also said they will assist Savage police with further investigation and gave an update on Cesar's recovery:

Cesar continues to recover in his home with his family. During a visit to Green Vet Services, who is overseeing his care, to get his bandages changed and check for any infection, Cesar was wagging his tail and freely giving kisses. He is beginning to act more and more like himself every day. We will keep you updated on his progress.
Support for Cesar from the community has been overwhelming and on behalf of the family, we thank you. Donations already made will cover Cesar’s medical costs from this incident and his future care as a result of this incident. Any funds donated beyond his medical care will be put into a “Cesar’s Fund” to help pay for emergency medical care for animals and their families that may have limited funds to pay for such care.
We hope that the outpouring of support from this incident will continue and help the animal rescue community.

The Savage Police Department’s investigation is ongoing and they've offered a $1,000 reward for information leading to an arrest.
