2 Arrested in Burnsville for Assaulting and Injuring Victim at Party

Alexander Frederick Parker and James Adrian Siewert are charged with felony third-degree assault resulting in substantial bodily harm.

Two men have been charged with assault after police say they attacked and beat a man last week during a party in Burnsville, breaking his nose and leaving him lying on the ground, bleeding from his mouth.

Alexander Frederick Parker, 18, of Bloomington and James Adrian Siewert, 20, of Burnsville are charged with felony third-degree assault resulting in substantial bodily harm, which carries a maximum penalty of five years in prison and a $10,000 fine.   

Both men were arrested Aug. 19, and both remained in the Dakota County Jail Wednesday on $15,000 bonds. Omnibus hearings in their cases are scheduled for Sept. 19 in Dakota County District Court in Hastings.

According to the criminal complaints against the two, Burnsville police were called to an apartment complex on Aug. 19 and found the victim lying in the parking lot with a head injury. The victim was bleeding from his mouth, his left cheekbone was swollen and puffy and his scalp was bleeding.

The victim told an officer that his left ear “hurt tremendously” and that he had been assaulted by “James and Alex.” He said he feared for his life during the assault and thought he might suffer serious brain damage if the two men continued to hit him.

The victim said he was first assaulted by Siewert inside Siewert’s apartment, then again by both Parker and Siewert in the parking lot as he was trying to leave.

Officers spotted three men with blood on their arms walking away from the scene and ordered them to the ground. One of the men climbed up a balcony to the third floor, but the other two walked toward the officer, who had his service weapon drawn.

Parker admitted to police that he had fought with the victim in the parking lot, according to the complaint. Siewert told police that between 10 and 15 people were in his apartment that evening, and everyone had been drinking.

Siewert said his guests decided to play a game where they took turns hitting one another in the testicles. Parker hit the victim in the testicles, and the victim got upset and challenged Parker to a fight, Siewert told police.

Siewert said he “got in the victim’s face” and told him he wasn’t going to fight Parker, and admitted that he shoved the victim, who then punched Siewert in the face, Siewert told police. Siewert said he retaliated by punching the victim in the face and knocking him to the ground.

Witnesses told police that they saw Siewert and Parker hitting and kicking the victim on the ground in what seemed to be an effort to knock him out, according to the complaint. One of the witnesses attempted to stop the fight by grabbing Parker, but Siewert continued to beat the victim. When the witness released Parker, he ran around the witness and kicked the victim in the head three times.

The victim was hospitalized for his injuries, which included a fracture of his left nasal bone, the complaint says.
