City officials are asking drivers to steer clear of Highway 13 on Thursday, Aug. 23, due to city construction. The intersection of Highway 13 and Nicollet Avenue will be temporarily converted to a four-way stop from 9 a.m. to 3 p.m. As a result, the area will likely see traffic delays and backups.
