Burnsville Man Convicted of Pimping Pregnant Woman Now Accused of Soliciting Junior High Girls
Javed Mookhtar Mobin, 20, allegedly solicited two young girls he met at Burnsville Center.
A man previously convicted of prostituting his pregnant girlfriend now faces charges for offering two adolescent girls $200 in exchange for sex.
Javed Mookhtar Mobin, 20, has been charged with two counts of prostitution of a minor between the ages of 13 and 15, a felony punishable by up to 10 years in prison and a $20,000 fine.
On Friday night, an officer of the Burnsville Police Department was approached by two juvenile females at the Burnsville Center. The girls, aged 13 and 14, reported that an adult man had been trailing them through the mall as they shopped. The man, later identified as Mobin, asked where they went to school and how old they were. They said they were in junior high and gave their ages. Mobin continued to walk with the girls through several stores, then asked them to go outside and smoke a cigarette with him.
They declined the cigarettes, but did accompany him to the lower level entrance near Chuck E. Cheese. One of the girls waited in the entry way, while Mobin and her friend stood outside. As he smoked, Mobin told the girl with him that he'd come to the mall that day looking for sex, then offered her $200. The girl told the BPD that she said no, then reported the incident to the nearest police officer.
When questioned, Mobin allegedly told the officer that he hadn't spoken to the girls, but that he had come to the mall to see "pretty females."
Mobin has already achieved some notoriety for a case filed against him last year. According to the criminal complaint from January of 2012, Burnsville police uncovered the story after they arrested a woman for prostitution at the Prime Rate Motel. The woman told police that Mobin forced her to become a prostitute, pimping her through backpage.com. She said that Mobin drugged, choked and beat her to keep her captive and compliant. The woman was seven months pregnant with Mobin's child at the time.
The case garnered Mobin four felony charges. He pleaded guilty to one, promoting the prostitution of an individual, in June of 2012. In exchange, the state dismissed the remaining three charges. Judge Joseph T. Carter sentenced Mobin to the prison in St. Cloud for 48 months, but stayed incarceration for 10 years provided that Mobin met all conditions of probation. Mobin was instead committed to the Dakota County Jail for 365 days of confinement, with credit for 191 days already served.
In addition to the new solicitation charges, there are two separate cases pending against Mobin. He has also been charged with indecent exposure and theft, the latter of which stems from his time as a prisoner at the Dakota County Jail. Mobin allegedly flushed his cell mate's $900 dentures down the toilet.
Mobin's next hearing for this new case is on March 4. He remains in the Dakota County Jail on a $75,000 bond ($50,000 with conditions).
